We turn our attention to new developments likely to affect politics and the state in
2023. The state faces a different set of circumstances than those of the past year. While some trends will remain, recovery and addressing the pandemic, issues around affordability and housing, homelessness, and economic recovery in the coming year, we will also see a new set of conditions and challenges in the wake of California’s loss of a Congressional seat for the first time in the state’s history.
The shifting of seats led to a change in the state’s Congressional delegation where we see new officeholders emerging at a pivotal time for California at all levels of the state.
