California voters are being asked again whether the state should repeal restrictions on rent control.
That is the thrust of Proposition 33, which would repeal the Costa-Hawkins Act, which slapped limits on rent control almost 30 years ago.
We are exploring Propositions 33 and 34 on this program today and tomorrow. Prop 33 is the third attempt by an organization in Los Angeles called the AIDS Healthcare Foundation to reinstate rent control in California, by lifting the restrictions imposed in 1995. Prop 33 would allow cities and counties to once again control rents on newer homes and apartments. Twice before, the foundation has taken this issue to the ballot and lost. It is trying again, and in response, the California Apartment Association has put ANOTHER measure on the ballot, Prop 34, which would severely restrict the ability of the AHF to spend its money on political activities.
