There is a new effort in California to tax the very rich, an idea that has failed
repeatedly in the legislature over the last few years. But a coalition of progressive
lawmakers is trying again, this time in concert with seven other states. Their new
proposal would levy an additional tax on the top one-tenth of one percent of
Californians, generating more than 21 billion dollars a year in additional revenue
for the state.
