Public Health in Retrograde - FEMA or large scale disaster response

We are about to witness multiple tragedies, and just how much cognitive dissonance people can have. 

A high level government agency like FEMA is the solution to handling large scale disasters, which thanks to climate change will only get more frequent. Gutting FEMA would be a bad idea.
