• Cargo theft is very prevalent in Canada & US
• Eight major cargo theft areas in NA include – LA, Dallas, Miami, Atlanta, Memphis, NJ, Chicago & Toronto (GTA)
• Four of the major US areas have dedicated Cargo Theft Task Forces
• Only two police services in Canada – PRP & YRP have dedicated cargo theft units.
• Ironically, 2 years ago Canada (621) had more cargo thefts that the US (591)
• The large percentage of those cargo thefts occurred in Peel Region (Brampton & Mississauga) – 341 incidents.
• The second highest area in NA was California.
• CA has a population of 40 million and Peel Region has a population of 1.3 – big problem.
Why is it such a big problem?
• The GTA has one of the most unique landscapes for Organized Crime which include multiple groups all actively included in cargo theft: Traditional Organized Crime (TOC), Easter European OC, Asian O.C. & South Asian O.C.
• Cargo theft is “seed money” to help fund other more profitable criminal activities such as drug importation.
• In the GTA (Peel) high concentration of trucking companies, major series highways and the largest international airport.
• Lack of public perception at how big the problem really is, the ripple effect and the group’s involvement.
• Public perception is cargo theft is a “victimless crime” an insurance issue.
• Police have budget issues, resource issues, investigative priorities, need to focus on violent crime vs property crime.
Where does it take place?
• Culprits target industrial trucking yards that are often in isolated
• Often, they use a stolen tractor to hook up to a trailer
• Majority of trailers aren’t equipped with GPS
• If equipped with a GPS there is a small window of opportunity to recover the load
• Usually taken to a dedicated warehouse, unloaded and stolen tractor and empty trailer abandoned and later found by the police.
What do they steal?
• There is a market for any stolen commodity on the black market – willful blindness.
• Food/drink items (no serial numbers), consumer supplies and building products are easy to fence and supply and demand.
How do you fix the problem?
• Easiest method is to GPS every trailer – becomes a cost factor.
• Insurance incentives for trucking companies to embrace GPS tracking on all trailers.
• Need a real-time incident management service to escalate to police and provide police with real-time tools to recover the stolen trailer.
• The GTA needs a Joint Forces Cargo Task Force made up of major police services designed to target cargo theft.
