When organizations undergo a major (or even minor) culture change, it is often discovered that the starting point for the change does not originate ‘at the top’ (even though the initial commitment decision to institute the change might) but rather in each individual in the organization that will be a part of the effect/change. By taking personal ownership in the change, external impactors to the change are reduced or eliminated altogether as the solution now lies within each participant.
