This week we learned the economy dropped 11.6% in April, the largest monthly drop on record due to the pandemic. The massive expansion of government spending and debt has many comparing COVID-19 to fighting a war and looking to history to point the way to recovery. That's the wrong approach, according to Phillip Cross, a 36 year veteran of Statistics Canada and a Munk Senior Fellow at the Macdonald Laurier Institute.
