The Gospel presentation meets two very different responses; belief or unbelief. In this passage, Paul explains that the reason for the unbelief of the majority of Jews is their spiritual blindness and deafness. The question this sermon deals with is, why were they deaf and blind (unwilling or unable), and what are we to do about it.
