Years of issuing paper money to finance the Revolutionary War continued in the post war era. By 1786, farmers in debt wanted to continue paper money policies that would make it easier to pay their debts. Merchant creditors opposed these policies. States that failed to address these demands often found themselves facing rioters who wanted to shut down the government.
