A "DIP chip clip" sounds like those plastic thingies you put on a bag of Frito Lays' to keep them crispy, but really we're talking about clips that let you snap onto a DIP or SOIC package component to probe or program.
They're particularly handy for in-situ analysis or communication, often used for dumping memory chips or logic analyzer uses.
