In part 3, Giacomo discusses Bitcoin's potential addition of new features, and the benefits and trade offs, and how ossification is beneficial for standardization of the protocol, and also for infrastructure built on top of Bitcoin. He also discusses the design of the ERC-20 token standard on Ethereum, and how it is designed to add more data to the base chain, which is diametrically opposed to recent Bitcoin improvements, which are designed to remove data from the base chain.
