The culprit behind a hack that exposed the medical details of four million Australians has been identified as a "Russian individual" who will now face Australia's cybersecurity laws in their first official test.

Foreign Minister Penny Wong told a press conference Australian Federal Police and the Australian Signals Directorate tracked down the alleged cybercriminal.
