Over the weekend, party leaders changed rules that have been in place for two decades in a move that many say favors former President Trump. The way California’s Republican primary has worked since the 2004 election, is that delegates are awarded by congressional district, with 3 going to whatever presidential candidate wins each district, plus there are additional delegates that go to the statewide winner. That gave an incentive for candidates to target specific areas where they might do well and win some delegates. But over the weekend, the California GOP Executive Committee met behind closed doors and voted overwhelmingly to change that. Now if one candidate wins more than 50% of the vote statewide, he or she will win all of California’s 169 delegates, the most of any state, making it a true winner take all primary.
