Californians approved Proposition 36, which brought stiffer penalties for low-level theft and drug crimes when they went to the ballot box last November – a move that Governor Newsom was not hot on. Now, the governor may be moving to leave the measure without the funds to cover costs to lock more people up or force them into drug treatment.
