Governor Gavin Newsom has penned a letter to the state's Energy Commission, urging the agency to redouble its efforts work with refineries to make sure the needs of Californians are being met. It's a somewhat friendlier tone from the Governor, who in the past has promoted legislation he says would hold big oil accountable.
