Sometime in the next few days, perhaps     Monday, says Governor Gavin Newsom, he will announce the next phase in California's response to and management of the coronavirus pandemic. This is what he calls his 'endemic plan', to deal with Covid-19 as it becomes a permamnent part of everyday life.
