Sacramento ballot measure looks to tackle a rise in homeless encampments

Sacramento voters are set to vote in November on a measure that would allow city officials to clear homeless encampments, but homeless advocacy groups say that measure is a violation of people's rights to live outdoors when housing isn't available, most recently upheld by a local appeals court in 2018.
