California has started dismantling Death Row at San Quentin Prison, transferring condemned inmates into the general population and sending some to other prisons

The state has not executed anyone in 16 years, and Governor Newsom has declared a moratorium on the death penalty, but shutting down Death Row is a new and unprecedented step
