San Francisco was looking at adding a toll to drive downtown at peak hours but put the research on pause when the pandemic brought downtown traffic to a trickle. 

But the plan wouldn't happen anytime soon. Even when the Transportation Authority finishes its research, it'll take another 5 years before the plan would go into effect.
