Armed and Prohibited Persons System works on taking guns away from people who should not have them
Over a decade ago, California launched a first of its kind to try and keep firearms out of the hands of people who have lost the right to have a gun.
The Armed and Prohibited Persons System has thousands of names and has improved over the years, but recovering guns from those owners isn't as streamlined as it could be.
