This week marked yet another tradition in Sacramento of the Governor’s release of his state budget proposal. This proposal is filled with new programs, reflecting state coffers that are flush from strong state revenues.  There is an estimated almost $50 billion above projected revenues for the next budget year that begins on July 1st.
