Officials all across the Bay Area have been preparing for the storm which is now hitting the Bay Area. San Francisco is one of several agencies having trouble meeting the demand for sandbags. Some businesses in the City suffered pretty heavy damage over the last storm on New Year's Eve. So what can and can't the City do?
