Governor Newsom says the partnership between San Francisco police and the California Highway Patrol has led to more than nine pounds of fentanyl being seized in less than two months - that's enough of the pain killer to kill about two-million people. 

But the CHP may be using police tactics that have been the target of reforms for SFPD officers.
